The checklist we give customers doing their own audits:
1. Incoming component inspection area — are they actually testing LED reels and driver batches when they arrive, or just trusting the supplier's label? Look for an integrating sphere (for LED testing) and a programmable electronic load (for driver testing). If these aren't present, quality control starts at final assembly, not at components — that's late.
2. Production line organization — is there an ESD (electrostatic discharge) management system? Wrist straps, grounded mats, humidity control? LEDs die silently from ESD damage that doesn't show up for months.
3. In-line testing stations — there should be at least a power-on + wattage test at the end of the assembly line, not just a visual check. A proper line tests every unit, not just a sample.
4. Aging/burn-in room — finished products should spend at least 4–8 hours powered on at elevated temperature before packing. This catches infant-mortality failures before they reach your customer.
5. Third-party lab relationships — ask which accredited labs they use for LM-79, LVD, and EMC testing. If they can't name one, they're doing everything in-house or not testing at all.
6. Export documentation capability — can they produce a certificate of origin, a commercial invoice that matches L/C terms, and the CE Technical File without days of back-and-forth? The administrative competence of the export department is a proxy for the general competence of the company.
If an audit isn't practical, hire SGS, Bureau Veritas, or Intertek to do it — they have local offices in every major Chinese manufacturing city and charge a few hundred dollars for a half-day factory audit.
The warranty period doesn't directly tell you the driver's expected lifespan — it tells you how long the supplier is contractually obligated to replace it if it fails. A well-designed driver with quality components can last 50,000+ hours (that's over 11 years at 12 hours/day). A driver from the same brand but built to a lower cost target might fail at 20,000 hours. Both could carry a 5-year warranty if the supplier is pricing in expected replacements.
What actually matters: the Tc rating (case temperature at which the lifetime is specified), the capacitor brand and temperature rating (Japanese capacitors at 105°C vs. Chinese capacitors at 85°C — this is the single biggest factor in driver longevity), and the surge protection rating. A driver with a 5-year warranty but 2 kV surge protection will fail faster in the real world than one with a 3-year warranty and 6 kV surge protection if your grid has voltage spikes.

HS code 9405.11 (fixed ceiling/wall luminaires, LED), EU duty rate 3.7% on the CIF value. Add 19% German import VAT (Einfuhrumsatzsteuer) on top of CIF + duty. If you're VAT-registered in Germany, the import VAT is recoverable — it's a cash-flow impact, not a final cost. LED high bays, street lights, and floodlights typically fall under 9405.40 at 2.7% duty. LED strip lights are usually 9405.41 at 3.7%. Confirm the exact HS code with your customs broker before the shipment sails — reclassifying at the border is expensive.
